Student Permits
Students are required to submit a student permit application prior to contacting any other City departments for assistance. Film Office Staff will then coordinate additional City personnel based on the needs of the project. Permits are required for most filming on public property and in some cases for private property. Though there are NO FEES forᅠmost permits, there are time requirements for certain activities so please contact the Film Office no less than 5 business days prior to the date of the project. Student projects that require coordination of Fire Personnel, Police Personnel, and temporary street closure or for filming in City Municipal Cemeteries a minimum of 7 business days notice is required.

Insurance
Students who are currently enrolled in a collegiate program that includes coverage for filming and liability issues who are filming as a graduation requirement do not have to provide proof of private production insurance for most film permits obtained for filming on public property. Written proof of current enrollment from the educational institution is required prior to issuing a film permit, and the City retains a copy of the institutions Certificate of Liability (COL) Insurance on file each year. Students who are filming on private property are not covered by the educational institutions liability insurance must provide a copy of their private production insurance and Certificate of Liability prior to obtaining a permit. Students who are filming projects that are not approved by a supervising professor or whom are filming projects outside of the stated curriculum must also provide a COL prior to obtaining a permit.

Locations assistance

The City of Savannah Film Office offers some locations assistance to students filming in Savannah and the surrounding communities in Chatham County. Staff can assist students with a variety of tasks including securing City parks, squares, facilities and other public locations for filming, assistance searching locations archives, securing contact information for private property owners and providing contact information for other City departments as needed. Staff typically cannot assist with or secure private locations for filming.


Parking
Film Office Staff can assist with the coordination of special parking arrangements, reservation of metered-spaces and filming in City-owned parking garages. Students must submit a student film permit application outlining these needs.

 

 

Police
Filming activities that involve the use of replica weapons, firearms, violence and other activities that may cause a general public disturbance may require Savannah Chatham Metropolitan Police (SCMPD) personnel on site. These positions are considered Extra-Duty or volunteer assignments and officers are paid $22-$28 per hour with a four hour minimum with payment due on site. Students should submit all inquires regarding the use of Police personnel to the Film Office along with their student permit application. These requests are coordinated through the Film Office and any use of Police Officers is regulated and included in the Film Permit. Students are asked not to contact officers personally or contact the Department without submitting a student film permit request in advance.

Fire
Filming activities that involve the use of pyrotechnics, candles, torches, flammable equipment, fireworks or other fire-related matter may require Fire Personnel on site. These positions are considered Extra-Duty or volunteer positions and officers, with varying fees due on the date of filming. Students with these types of substances should contact the Film Office or submit a student permit application with this information included. These filming requests are then coordinated by Film Office staff and use of these personnel are included and regulated in the final film permit.

cemeteries

Students who request to film in any of the Citys Municipal Cemeteries must contact the City Film Office 5-7 business days prior to submit a film permit application as well as the Special Events Application required for filming in cemeteries. The Film Office will issue a film permit in conjunction with the Rules and Regulations of Municipal Cemeteries.

All projects must have an e-mail from the supervising professor to verify current enrollment status before a permit is issued. Your application will not be processed until this correspondence is received. In addition, if you request an off-duty Police Officer, please be aware that there are hourly fees associated with this and these requests can take up to ten days to process. Once this is completed an e-mail or proof of hire will be needed. Additionally, other supporting documents may be needed and must accompany your application. (*indicates necessary form fields.)
